Approx 1.5% would have left Kingston second. Conservatives tabled 1.9%.
Still Richmond budget is the result of four years good management as opposed to a one year Lib Dem panic budget. If the Conservatives had controlled Kingston the Council we would not havestarted where we started nor would thye have added another 500 jobs in 12 months!
Interesting that the Lib Dems have accused Richmond Council of being dishonest in setting a freeze on tax. Who are some of the other London Borough's doing the same thing; Sothwark and Lambeth? What do they have in common? Lib Dem controlled or largest party!

The Lib Dems propaganda literature proclaim that this year's increase has been kept really low.
Shame about the other year's then.
The truth, unfortunately, will land on every one's doorsteps this week - and people will have to take out another mortgage to pay.
My council tax, band F I think, is about £2,200. And that comes out of taxed income.
Please come back the good old days when I paid about £400 council tax in Lambeth.
